If you’ve researched HR and benefits options for your small business, you’ve probably encountered Gusto, ADP, Rippling, BambooHR, Justworks, and other HR platforms — each with some kind of benefits offering bundled in. The natural question: is using one of these the same as using a PEO? Should you trust the bundled benefits? What’s actually different?

Here’s the difference between HR platforms and PEOs, with a specific focus on health benefits and what employers should know before relying on platform-included benefits offerings.

The fundamental difference is legal:

HR platforms (Gusto, ADP RUN, Rippling, BambooHR): Software and service providers. They process payroll, administer benefits, and provide HR tools, but the employer remains the sole legal employer. Tax filings, compliance liability, and employer obligations rest fully with the employer.

PEOs (Insperity, TriNet, ADP TotalSource, Gusto Embedded): Co-employers. They enter into a legal co-employment arrangement, becoming the tax employer for payroll purposes while the client business remains the operational employer. Tax filings happen under the PEO’s EIN; compliance and employer obligations are shared.

This distinction has real implications:

  • W-2s show different employer names (PEO’s name vs. your business’s name)
  • Tax responsibility differs (PEO assumes more under co-employment)
  • Workers’ comp coverage differs (PEO master policy vs. employer-sourced)
  • Benefits access differs (PEO pooled rates vs. employer’s own group)
  • Termination terms differ (changing PEO is more involved than changing platform vendor)

Is Gusto a PEO?

Gusto’s primary product is an HR and payroll platform, not a full PEO. When you sign up for standard Gusto, you remain the legal employer; Gusto provides software and services for payroll processing, benefits administration, and HR support. Tax filings happen under your EIN.

Gusto Embedded is Gusto’s separate PEO offering, which is structurally different from the standard Gusto platform. Not all Gusto customers use the embedded PEO product.

For most small businesses using Gusto, the relationship is platform-vendor, not co-employer. This matters because:

  • Your business is the legal employer for tax purposes
  • Benefits offered through Gusto are through Gusto’s broker partnerships, not Gusto’s own pooled programs
  • You can choose to use Gusto for payroll only and source benefits separately
  • Switching to or from Gusto for benefits is simpler than transitioning a PEO

Is ADP a PEO?

ADP offers both models. ADP RUN and ADP Workforce Now are HR/payroll platforms — not PEOs. ADP TotalSource is ADP’s PEO product. The same parent company offers both at different price points and service tiers.

When evaluating an “ADP” option, the specific product matters:

  • ADP RUN/Workforce Now = platform service, you’re sole employer
  • ADP TotalSource = PEO, co-employment arrangement
  • The pricing, service scope, and legal structure differ substantially

If you’ve talked to “ADP” without knowing which product, you may have been comparing different things across conversations.

What about Rippling, Justworks, BambooHR?

The HR platform space has consolidated and diversified, blurring lines:

Rippling: Primarily an HR and payroll platform; not traditionally a PEO. Strong on platform integration and modern UX.

Justworks: Operates as a PEO, describes itself as such, and provides co-employment services. Cited alongside Insperity, TriNet, and ADP TotalSource.

BambooHR: Primarily an HR information system (HRIS), even further from PEO territory than Gusto or Rippling. Not a payroll provider in itself; integrates with payroll vendors.

Paychex Flex / Paychex PEO: Like ADP, Paychex offers both platform service (Paychex Flex) and a separate PEO product (Paychex PEO).

The general rule: when in doubt, ask whether the relationship is “co-employment” or just “service provider.” Co-employment = PEO. Service provider = HR platform.

What HR platforms typically offer for benefits

Most HR platforms have some benefits offerings, though the structure varies:

Broker partnership model

The platform partners with a benefits broker (sometimes branded as part of the platform, sometimes a separate vendor). The broker places benefits with carriers; the platform handles enrollment, administration, and integration with payroll.

This is using the platform’s preferred broker. The broker may be competent, but it’s worth evaluating against alternatives just as you would any broker.

In-house benefits team

Some platforms have built in-house benefits teams that act as the broker. Gusto’s benefits offering, for example, is a Gusto-employed benefits team rather than an external broker.

Marketplace model

Some platforms (especially newer ones) operate marketplaces where multiple brokers or carriers compete for the customer.

Limitations of platform-bundled benefits

Across these models, common limitations:

Carrier menu is restricted. Platforms have a defined set of carrier partnerships. You’re choosing among the platform’s carriers rather than the full market.

Plan design is more standardized. Custom plan designs, level-funded structures, and self-funded options are less available through platforms than through independent brokers.

Benefits expertise is generalist. Platform benefits teams handle many small clients with standardized needs. Specialized benefits strategy (claims data analysis, carrier negotiation, alternative funding evaluation) gets less attention.

Renewal advocacy may be lighter. Platforms tend to pass through carrier renewals rather than aggressively negotiating.

For very small employers with simple benefits needs, platform-bundled benefits are adequate and convenient. For employers wanting more sophisticated benefits strategy, an independent broker engaged separately delivers better outcomes.

When platform-bundled benefits work well

Platform-bundled benefits tend to fit when:

  • Very small employer (under 10 employees) where the simplicity is worth more than expertise depth
  • Standard benefits needs (no complex compliance, no executive benefits, no alternative funding)
  • Geographic concentration where the platform’s carrier partners cover your area well
  • Employer prioritizing platform efficiency over benefits cost optimization
  • Limited HR bandwidth to coordinate with separate vendors

When using a separate broker is better

A separate independent broker tends to fit better when:

  • More than 10-15 employees where benefits cost becomes meaningful
  • Interest in alternative funding (level-funded, self-funded, ICHRA), which platforms don’t support well
  • Specific carrier preferences that may not be in the platform’s network
  • Multi-state workforce with complex benefits coordination needs
  • Employer wanting deep benefits expertise for cost optimization
  • Plan structure flexibility important to your design goals

The good news: you don’t have to choose between platform and broker. Many employers use Gusto/Rippling/ADP RUN for HR and payroll and a separate independent broker for benefits. The two coordinate at the enrollment integration point.

How to evaluate your current setup

If you’re currently using a platform’s bundled benefits:

Step 1: Confirm what you’re getting. Specifically: Who is your broker? What’s their compensation? What’s their service level? When was the last time they ran a competitive shop?

Step 2: Get a separate broker quote. Have an independent broker (separate from the platform) quote your benefits. Compare premium, service level, and plan design options.

Step 3: Compare total cost. Platform bundled cost vs. (platform’s HR/payroll cost + separate broker fee + benefits cost). The unbundled approach is frequently cheaper despite the additional broker fee, because the broker delivers better benefits negotiation.

Step 4: Compare service quality. Talk to references from both sides. The benefits experience differs more than the cost.

Step 5: Make a deliberate decision. Stay with bundled if it’s working; transition to unbundled if the unbundled approach delivers better outcomes for your specific situation.

Common misconceptions

“Gusto is a PEO.” Generally no — Gusto’s main product is an HR/payroll platform. Gusto Embedded is a separate PEO product.

“Platform-bundled benefits are always cheaper.” Not always. Platforms make money on benefits administration and broker partnership; the bundled price includes their margin on benefits. Separate independent brokers often deliver better total economics.

“All HR platforms are the same.” Significant variation exists. Gusto, Rippling, ADP RUN, BambooHR, and Paychex Flex have substantially different features, pricing, and benefits offerings.

“Using a platform means I can’t use a separate broker.” False. Most platforms accommodate separate brokers; the broker handles benefits while the platform handles enrollment and ongoing administration.

If your HR platform also handles your benefits, the question to ask is: would my benefits be better with an independent broker? Often yes — not because the platform is bad, but because benefits expertise is specialized work and platform-bundled benefits are usually generalist.

Gusto, ADP RUN, Rippling, BambooHR, and most other HR platforms are not PEOs. They’re service providers; you remain the sole legal employer. PEOs (Insperity, TriNet, ADP TotalSource, Justworks, Gusto Embedded) are co-employers; the legal structure is fundamentally different.

For health benefits specifically, platform-bundled offerings are adequate for very small employers but less effective than working with an independent benefits broker for cost optimization and plan design flexibility. For most employers above 10-15 employees, the unbundled approach (platform for HR/payroll + separate broker for benefits) delivers better outcomes than relying on platform-included benefits.
